Insulation Resistanceor IR as the name suggests is the resistance oftheinsulation.IR actually

Recognized standards express the dissipation factor at specific frequenciestypically 120Hz for Aluminum
electrolytic and Tantalum capacitors while for film capacitors is 1 kHzand 1 MHz for ceramic capacitors.
Partial Discharge (PD):is an electrical discharge or spark that bridges a small portion of the insulation
between two conducting electrodes.PD can occur at any point in the insulation system, where the electric field
strength exceeds the breakdown strength of that portion of the insulating material.PD can occur in voids within
solid insulation, across the surface of insulating material due to contaminants or irregularities, within gas bubbles
in liquid insulation or around an electrode in gas (corona activity).

For example, a Z5U capacitor will operate from +10 °C to +85 °C with a capacitance change of at most +22% to −56%.
